Guide to Incentives and Subsidies 2026

This circular is dedicated to Finpiemonte measures updated to January 2026. Finpiemonte acts as the financial company of the Piedmont Region, supporting economic development, research, and territory competitiveness.

The Role of Finpiemonte

  • Intermediate body: Manager of public funds and financial instruments.
  • Development agency: Project and consulting activities.
  • Partner/Member: Participation in coordination tables and European projects.

Subsidized Finance

Incentives can be provided to companies mainly in 3 forms:

  • Subsidized loan: Provides the necessary liquidity to implement the project. Granted and disbursed before making the investments.
  • Non-repayable grant: Recognizes a reduction in project costs (capital account, interest, operating, or vouchers). Formally recognized before realizing the investment but disbursed after its completion and reporting.
  • Guarantee/Counter-guarantee: Risk coverage to facilitate access to bank credit.

Reference European Regulations

Incentives must comply with European regulations on state aid (Art. 107 TFEU):

  • Regulation EU 1315/2023 (GBER 651/2014 Amendment): Governs exemptions for specific categories, aligning with Green Deal and digital transition objectives.
  • Regulation 2023/2831/EU (De Minimis): Replaces reg. 1407/2013. The aid ceiling is raised to € 300,000 over three years for a single enterprise.
